That is a standard oil filter wrench I think. There are a couple of different types and one type has an adjustable chain at the end of it.

Yes it's the kind with the chain, but afaik (told by a good mech I know )you should only use it for removing the filter and not to tighten the new one as the chain could damage the plastic housing and that's why some use t-belts to tighten them.

But this instance they did have a proper filter tool, the kind like a cup that fits the top of the filter exactly (the bit that has the polygon kinda shape). But the bugger was too lazy to get reach for it and tried to use the one with the chain
