From what I heard Elections Commissioner had issued an order to invite MR to the opening ceremony if it's opened before the election (since he started the project and doing so without him gives the govt unfair advantage or whatever). I guess this could be a reason.

What can't these people put a news item on all major channels in the evening news bulletins with guidance as to how the new section will change or enable new traffic flows and just open the route at midnight.

Why do we need so much fanfare for opening a phase of the project.

I can understand the hoopla over a new project like kandy or nothern, But having opening ceremonies for extensions or phases is absurd.

Second phase of Sri Lanka's Outer Circular Highway to be opened on September 17

Sept 12, Colombo: The second stage of the Outer Circular Highway (OCH) from Kaduwela to Kadawatha will be vested with the public on the 17th of this month under the patronage of Highways Minister Lakshman Kiriella.

Project Direct S S H Abeywickrama told the national radio that the vehicles will be able to ply on the highway segment from 6.00 AM of Friday (18th).

Construction of the second phase of the OCH, the 9-kilometer segment from Kaduwela to Kadawatha began in 2012.

The 4-lane expressway with the total length of 14.36 kilometers cost Rs. 44.88 billion rupees. The Japan International Cooperation Agency has funded the project. The cost included construction of five overpass bridges and the 250 meters long 6-lane bridge over the Kelani River. The 4-lane expressway is to have 3 toll office buildings and 6 toll plazas.

The OCH is expected to provide an effective bypass for North-South bound traffic and to reduce through-traffic in the city of Colombo and minimize traffic congestion. The OCH will connect the Southern Expressway with the Central/Northern Expressway.

The Kadawatha- Kaduwela segment of the Colombo Outer Circular Expressway was declared open a short while ago by Minister of Highways Lakshman Kiriella. The Expressway will be open to the public after 9 pm today (17), the Ministry of Highways said. A toll of Rs. 100 will be charged from light vehicles that travel from Kadawatha to Kaduwela on the Expressway while Rs. 200 will be charged from heavy vehicles. Rs. 650 will be charged from light vehicles travelling from Kadawatha to Matara and Rs. 1,750 will be charged from heavy vehicles including busses. The toll charge from Kadawatha to Pinnaduwa is Rs. 500 for light vehicles. Bus fare is Rs. 400 per person to Galle from Kadawatha while Rs. 500 will be charged from passengers to Matara. Bus service will be available from 8.30 in the morning to 4.30 in the evening for passengers travelling to Matara. Bus service for passengers travelling to Galle will be available from 7.00 a.m. to 3.00 p.m. daily. -

When you say "Kaduwela" is it the existing Kothalawala entry/exit or is there a entry/exit from Low Level Road? I'm a bit confused. However, I will be taking OCH tonight to get to Kadawatha.

There is an entry/exit from Low level as well as Biyagama road. Google maps is updated already :)

used the Low Level exit today morning. The charge was same as the kothalawa exit.

if you are to go to kadawatha you have to use the Low level interchange anyway as kothalawala doesn't have an entry towards kadawatha

Exactly! According to the map you do not find proper entry/exit points at some places.

At Biyagama road you can enter towards Kadawatha and exit coming from Kawawatha but you cannot enter or exit towards/from Matara.

At Low Level Road and Kothalawala it is other way round. But at Athurugiriya you get proper clover leaf arrangement and universal entry exit. Well Roads and Highways should print a user manual for the road now :D

Edit: Sorry it should be read as "University and Highways" now.

Kothalawala only has 1 exit and 1 entry.

Exit is for vehicles coming from matara and the entrance is for vehicles going to matara.

The Low level interchange had the proper 4 way arrangement as far as i saw.

This is probably because they do not want vehicles to enter from biyagama and exit from kothalawala as it's just about a 1km and they cannot charge toll for such small distance. However then OCH will not help easing traffic in kaduwela junction as everyone still need to pass kaduwela junction when going to battaramulla direction.

If there was a 4 way exit in kothalawala, vehicles can completely bypass kaduwela when travelling from biyagama.

Sorry for bringing up this thread.

But what’s  the bridge being built near Peliyagoda? The news channel camera guy was too busy recording the presenters face while they explained the map.

Anybody got any news? 
 

Also a map of ALL highways and OCH would be greatly appreciated!

Katunayaka expressway will be connected to the new bridge and it will then connected to Port city expressway and kaduwela expressway at the junction near Kalanithissa power plant.
