Did a search on sunday evening and I got lucky
Found the part from Delkanda joint. Funny thing is this part have different names. Garage call it as Rocker panel, Delkanda joint call it as body kit while company called it as mudguard

ok I've inspected the top tank but couldn't notice a crack or leaking spot.
So decided to go with the clamp. Bought a wurth clip from Link, Jubilee post

It's a half an hour job and cost me 600 LKR.
