What vehicle model are you talking about? If I am not mistaken any HIDs above 6500K is illegal to use on the road. So it must be reconditioned cars you are talking about.

If the road is smooth and wet, the fog light will reflect off the road surface. If you have HID fog lights it's even more dazzling for the oncoming driver. This has happened to me many times.

LOL, resale value. On that alone I recommend a blackberry or iphone. Why? Other brands continuously reduce their prices once a phone has been launched. Blackberry and Apple don't do that. So I guess it will have the best resale value.

The limit to hand carrying currency to UK with out declaring is £7000. The ATM and card method is also another way. My bank manager recommended it to me.
