well born and raise in kandy.. for me i dont find the roads too hilly.. and mind.. not everyday we go to those places... my journey everyday is from my home to office.. thats from peradeniya to kandy town.. you dont get any steap hills.. plus going to nuwaraeliya often.. that feel like hilly for me.. oh and on the way back from mahiyangana.
i have seen 18 and 19 number cars in better shep than some english numberones i think all that matter is how well the car taking care by the previous owner and current vehicle condition
becouse to be honest there arnt so many hills in kandy like people think.. just in kadugannawa area there are a bit steap roads.. but most of the roads here are flat..
hahaha i was the 4th owner.. it was owned buy a tourist hire someone. bla bla before.. and after me i heard there have been around 6 more buyers.. god bless that crap XD

i suggest.. Nissan Pulsur... Nissan Sunny FB14 (if your planing to buy a sunny.. make sure its not fNb 13,14,15) and Nissan Presia Refina.. but sadly.. its not much economical
Mate the best option is a Toyota Vitz.. its economical and Highly reliable but if your willing to buy an second hand.. i suggest a Toyota Vios or an Toyota Carina
Another good opetion would be a Nissan BlueBird Sylphy.. not the N16 though... its rubbish...
