Allion for this budget is more than 10 years old & now has taken works like a cow. So does 121 too. Axio vs Belta is the fight. But personally Belta got the look & Min. in city 12 km/ & out claimed to be around 17

You seem want a comparatively new car, which is a sedan, which has got market, which may be JDM & most importantly fuel efficient. I suggest you 2008, 1300cc Toyota Belta which got CVT-i gear box. which satisfies all above requirements! You will be blessed with your decision.

Check n clean IACV Valve. Get MAF sensor & throttle body checked. 8-10 is normal based on Driving condition, Driving style and lot more factors. But idle speed in neutral is not normal.

Some Models have it inside engine bay. Cost about 2500/= (V*C is a decent one) One inside Fuel tank is people hardly changed. No idea about price of that. Below is a filter inside engine bay.

Hesitation with AC is normal as it puts some extra engine load.
