All Members, I informed last night about the circular issued by the Commissioner Mr, Wijeratne Amendments to motor Vehicles under 2008 number 9 About categorizing of Vehicles from 2010 3rd of May. I came across this 3 pages Sinhala Circular issued by him informing to any person who will be registering a Vehicle what category that Vehicle will come in future. The Circular clearly states categorization of Vehicles in future according to GVW, CYLINDER CAPACITY PASSENGER SEATING CAPACITY. Further more at last the circular informs no more Certificate of ownership will be issued in future what already had been issued has to be handed over to RMV on future transfers. In Sinhala the circular says (Ananyatha Pathrayak nikuth nokanana bawath) AS what I understand is no more VIC. I spoke to one Assistant Director in Customs he is not sure their will be any duty changes till they start work on Monday morning. As for my knowledge unregistered Vehicles with this categorization will come into to effect on Monday VAT 12.5% WILL GO UP TO 20%. This is the answer when I spoke to few unregistered Vehicle dealers say. Unregistered Vehicles selling cost will increase thereby prices of unregistered Vehicles will go up.Then all unregistered Vehicle dealers will have to pay extra 8% more Vat. If it is so all of us who was expecting reduction of motor vehicle prices will have to pay more Rupees and Cents. This only my view If I am wrong on the above comment I apologize for same. Sir, Government had issued a circular it is by B Wijretne Esq Commissioner general of Motor Traffic From 2010 May 3rd that their will be changes for registration of motor Vehicles no VIC WILL BE ISSUED MOST VEHICLES WILL COME UNDER DUEL PURPOSE VEHICLES. LUXURY CARS REGISTRATION DIESEL OVER 2500 CC TAX WILL BE RUPEES 50000.00 petrol cars over 2000cc also same. This CIRCULER is a three pages in Sinhala. Wijesinghe -
Sir, In 1970 decade japan did not have Car Auctions We few Srilankans used to buy Japanese used Vehicles from used car yards and give them to a Car repair center to repaint fix new Battery and tires. There were few Japanese Exporters to other countries during 1970. At that time Japanese exports had inspection report like now days Srilanka imports from Japan inspection report is necessary. During 1980 Japan started automobile Auctions now we can buy a Vehicle from the Internet. Then later Japanese Automobiles started coming to our country as it is. Srilankans started Visiting to Japan did buy Vehicles during early part of 1990 and did all sorts of things to make money by stamping chassis numbers of new Vehicles to old Vehicles in japan cut Vehicles and export as parts weld them back in Srilanka and make money. There was a big shipping faulty insurance claims was going on now all those are eliminated. All above was exposed in News papers few Srilankans was Penalized for those Crimes. Mileage meters were tampered to get a better Price for used Japanese Vehicles. Any how Japanese used unregistered Commercial Vehicle Market has picked up in last two months. Chinese Commercial Vehicle market is also improving due to the low selling Price. Today you can Buy a small Chinese Van less than 1 Million Rupees same van used in Japan will cost twice the Price. Most of Chinese Vans are build with Japanese technology. For example I use a Chinese D/P Van all Suzuki parts fits the vehicle what I use. For last three years I did not have any Major problems I bought same because of the cost and I wanted to try Chinese Technology. Early days only UK German French US Vehicles was the Choice of Srilankans then that shifted to Japanese Indian Maruti is doing good Business in Srilanka. AS you have my Question in my English knowledge, Please understand English is a link language in the world most people use for Business. All members on the list I replied to Mr Az Post informing that I will not comment on any more on fuel saves. I only gave what I have heard about what is happening in Srilanka to my knowlege. If few idiotic members on this list who cannot understand English want to antagonize me. like Mr Delish they can write rubbish. For This foolish member I will not Reply in my last post I have mentioned my conclusion of them That. few members trying to drag this thread by insulting me. I am not requesting any funds to experiment Fuel savers I do experiment every thing with my funds By writing unnecessary things I write again. Sir, ATF as far as I know Automatic Transmission Fluid which is used on Automatic Gear Boxes for Torque converter of the gear Box. Please get them check up if it is non auto then you can change gear oil engine oil. Wijesinghe.

Sir, I recommend next to Pamankada Bridge there two or three Silencer repair work shops I have got work from all those shops The First one on the right hand side is the best repair shop for my knowledge he will do a S/S job for you his charges too was reasonable when I got my job done last year. Sir, I am not a car sales man entire last year many Used car dealers shifted instead of importing Japanese used Vehicles Srilanka Registered Vehicles to keep their business going. I know one small time used Japanese Vehicle importer had not sold a single Vehicle for last three months. Only few big time importers imported very few Used Vehicles from Japan cost was so high only a certain class of people was able to buy them. We will have to be patient and see the new government what they will do for importing of Vehicles duty. I remember form 1962 till 1977 free imports was allowed how people had to undergo difficulties without reliable Automobiles. Wijesinghe -
Sir, First of all I thank you for your Honorable Comments and advice I appreciate that. Please note I have tried all types of fuel savers the best I have found is Acetone adding to Gasoline or Diesel. Yesterday I filled my tank and added Acetone. I do not know members are aware for full tank of Diesel long distance buses in Srilanka add 1or 2 Gallons of Petrol. This bus owners get my services too they say it is for better acceleration and speed. I only want to share my experiments what I have done about fuel savers. Permanent magnet Fuel saver all so do not give any significance fuel saving. I want to try Electric DC magnetic Fuel saver. ******************************************************************************** ****** Some members insulted me with all types of unwanted writing on to this forum instead of giving a Valuable comment like your self What they have heard of fuel savers they Write about my profession about my charges, how one person who came to me and I requested Rupees 15000.00 for his job which he did himself for 200.00 Rupees. One member told me to go to competent Authority? I do not know to whom and for what.I send him a personal message to do as you say but he was a covered did not reply me. About my Chinese CHANA van and that is a joke for them I must say I went in for Chana because it is a new van and the cost was 1.3M against used Japanese Passenger Van if I personally import was three ago unregistered 3.1M Chana van has the Maruti Engine all Japanese parts fits to this Chinese Vehicle At least Srilankan motorists must be happy that I am carrying on my Profession Which is very necessary to Automobiles without a break From 1992 for almost 19 Years. Srilankan Giant automobile Glass dealer who came to compete with me closed up in three months. 10 years ago. Three months ago another one of the oldest car Radio instrument dealer came to the market with my technology He closed up without starting. I too go to him to get my Auto Radio requirements. I am not living with the income what I get from my Profession.I have enough wealth to live which my Ancestors left for me and my family Even today I live and support my assistants with that income. Sir, I was informed few months back HUMMER Jeep was assembled in Srilanka by a leading Automobile Engine re conditioner in Colombo for Export to Australia and Japan right hand drive version. I do not know how far this is correct if I write is not correct I apologize for the above comment. In Srilanka there is one which is converted in Canada to right hand drive I have seen number of them running with Garage plates in Colombo. Wijesinghe.

Sir, As far as I know this was a BOI project for total export this was existing for more than five years once or more this person had come to my services I did what he wanted. I cannot mention any thing more than that. In Japan Koiva District I have seen lot of Dismantled Automobiles and most of them are in good condition. As I was in and out of Japan from 1975. for a Different Industry in South east Asia. There are countries who buy cars more than 10 years old in the world we have in Japan Srilankan used car parts and totally Dismantled Automobile Exporters mostly this is done in Japan by Pakistan Automobile dismantles. All work under cover of Japanese. This BOI project In Minnuwangoda is having some connection with Japanese Dismantled Automobile Exporters. Wijesinghe.

Sir, I do not use a auto Vehicle but I have seen almost on all leading auto service centers and all automobile Agents many times I visit them for my Profession when they call me all leading automobile agents have them as World had changed times with modern equipment i still believe new technology ATF changing is quicker they are there for new Automobiles. You go to Kleen Park Dehiwala or Nadimala they have the machines first of all request a demonstration from their supervisor if they refuse you speek to their boss Mr, R Ratnasena that I directed you to him He is Japanese Qualified Auto after market service provider from 1975 who worked in Japan and pioneer in modern auto service industry. Sir, I appreciate for your comment Srilanka first Unit#d Mot#rs assembled 100 SKODA OCTAVIA cars and Japanese Mitsubishi Colt as I can remember Skoda was all 4 SRI numbers then only Upali Started First Upali's MAZDA was presented to Kelaniya Temple Chief Prest Vigitha Dammarakitha if my memory is correct. Any mistakes what I have written above I apologize for same. We must all get to gather as this forum have many qualified people in motoring field with lot of inborn skills. Now we have Very good Auto detailing centers with modern technological Vehicle repair handling units are introduced to the country since the free imports were relaxed for automobiles. In late 1980 there was no proper car auto detailing centers.In 1988 Mr,Ranjan Rathnasena started first professional car cleaning center. "CLEAN PARK" at Dehiwala with one high pressure washer one vacuum cleaner with few workers today hundred other auto dealing centers have established around the country followed his foot steps. Car Painting Booths, collision repair alignment units was introduced to the country motorists also are now much more educated in quality repairs and maintaining automobiles in high standards. I suggest this forum should give a start back again to assemble utility Gasoline Diesel or LPG operated vehicles so that every average person will be able to use them at an affordable cost. This cannot be done with out government giving their support to our local talented management staff and technicians which are very necessary for coming years to come. Sir, First was to assemble in resent past was Micro Car he had lot of problems in registering same Wasna trades already assembling a Diesel van Indra Trades also got approval I was told to assemble a Chinese Vehicle as BOI wants 30% Srilanka input for Vehicles assembled here Can import in CKD form parts which are unable to manufacture here do all inside cab work and painting Etc Etc. I hope new government will encourage this type of projects in future. Small car 5 seats small Van like D*MO batta under Rupees 500000.00 In 1978 cost was Rupees 29000.00 of a single light Mitsubishi was with duty paid they all had new Tires Battery and new paint at that time they were called reconditioned Vehicles selling at Rupees 40000.00. I tried to import Mazda Batta van in early 1980 but due to GVW problem Srilanka Customs refused to allow same. Then I Imported Lite ace Vans with 9 seats fitted got chamber of commerce in Japan to certify that this is modified in Japan although GVW was less on lite ace Toyota Vans at that time 9 seat passenger Vehicles was allowed. Some importers of Motor Vehicles saw Lite ace petrol vans running in Srilanka imported number of them without converting to 9 seats. All those importers had to pay penalty for importing Low GVW Vans. Because GVW was less than 1750 Kg. After SLT management went to Japanese they were allowed to import small Batta Vans for their service vehicles.
