Feb 18, 2008 (AFP) - Sri Lanka has further raised taxes on cars to discourage imports and save foreign exchange, officials said Monday, pushing first-time buyers out of the market as economic woes worsen on the island. The new tax, which adds 10-percent import duty on cars and vans, is to be rubber-stamped by parliament this month although customs authorities have been collecting it since January. Ambulances, funeral hearses, buses and three-wheel vehicles are exempt from the higher tax. "The additional revenue will go into a fund to develop regional infrastructure facilities," assistant director of customs, K. Premanath, told AFP. Sri Lanka has no car manufacturing industry and imports mainly from Asia and Europe with duties ranging from 250 to 350 percent before the new tax. The finance ministry said the hike is also to discourage imports and save foreign exchange. The island's overall imports jumped 10.2 percent in 2007 to 11.30 billion dollars, the central bank said last week. Petroleum products accounted for nearly 60 percent of import costs. Total vehicle registrations in 2007 was flat at 278,000, according to customs figures. "We have seen a 25 to 30 percent drop in overall vehicle sales in the past year alone. The taxes makes it impossible for first time buyers to own a vehicle," said Ranjan de Silva of the Motor Traders Association. The price of a second hand, four-year-old Toyota Corolla will reach 40,000 dollars, car dealers said. "Right now, we can't dispose the stocks we have in hand let alone import new ones," said Berty Widanagamage, spokesman for the Used Vehicle Importers Association of Sri Lanka. "Interest rates are over 20 percent, inflation is over 21 percent and even leasing companies are feeling the pinch. We are finding it very difficult to survive," he said. Prices of essentials have soared as the government pours 1.5 billion dollars to fight Tamil Tiger ##### this year, up 20 percent from last year.   14. Hey Ruslan, Its Nice to See a Mazda 323 RS Fan. Well I imported a Car through one of my close Freinds back in 2004. It only costed me 1.5 Mill at that time. The car had just done around 15000km.I just that knew that the car was 1.5 LTR VVTI. I never checked its Horsepower, But the Day i got the car it had 15 Tires Standard. I reved it above 4400 RPM and damn this was a Rocket. It seems it had 130 BHP Standard with the *VICS systems. Sadly I sold it in 2005 FEB. *VICS (variable inertial charge system): By setting the precise length of the inlet pipe to ensure an even blend of fuel vapour with air and optimising air pressure, maximum energy and perfect burn is delivered. To boost torque at higher speeds. Conceptually, it is like a variable valve timing system (but is not the same thing) in that it allows more air to be drawn in at speeds above 4750 rpm, thereby keeping the torque curve at a higher level rather than falling off. Continuous Phased Variable Valve Timing Mechanism S-VT (sequential valve timing) controls the valve timing in various driving modes, through continually varying the opening and closing timing of the intake valve, to give the most suitable operation. It goes without saying that the application of this control technology has simultaneously improved both the performance of the engine and its fuel efficiency, and Mazda has built this brand new mechanism into its small mass-sales car, the Familia, as its main engine (the 1.5L ZL-VE type introduced in 1998). CO2 emissions have been reduced by 16% and NOx by 14% over previous models, while the pleasure of driving the car has increased. S-VT engine Maximum output: 130ps/7000rpm. Maximum torque: 14.4kg-m/4000rpm S-VT is composed of a vane actuator, which continually varies the phase of the intake valve timing and the crank angle through oil pressure, along with a computer, which calculates the intake valve timing, and an oil control valve (OCV), which controls the oil pressure in accordance with instructions from the computer. The most appropriate valve timing control can be achieved through detection of the engine's revolutions, intake volume and water temperature.
