True and what will be difference from tomorrow is the VAT ratio for certain vehicle categories. For an example, as per the previous taxation structure, the VAT for a Car was 20%, where as the Finance company or Bank can re-claim 12% from government in return, so the balance 8% was usually added to the capital (lease amount let's say) and distributed across the instalments. As per the new tax structure, certain vehicles has been given a exception and the rest is 12% across the board. So, lessees will not bear an additional VAT portion within the capital/lease amount they obtain. Even for organizations, whom can claim VAT, this will be a relief as they only can claim up to 12% of VAT.

If you can settle the balance capital outstanding of the loan, yes it can consider as cheap but otherwise there cannot be a generalization. It all depends on the agreed Early settlement ratio you agreed with the bank/finance company.

can't do so with a capital lease as second hand vehicles are given hire purchases as oppose to capital lease. YOM of the registered vehicle, for an example whether to give a hire purchase to a mini minor or old Volkswagen is company policy and/or credit risk evaluation criteria of the financial institution. Small time finance companies may facilitate a hire purchase of an old vehicle with a considerable down/pre payment to compensate the risks.

Lease has a VAT component and as long as you can claim VAT, a lease can consider as cheap.

but they've taken off the paye tax subsidy which was there for housing loan interest component. -
meter working when a negative provided alone cannot assure the meter is in perfect working condition. Carry out this test and see whether you're lucky to save the buck for a meter cluster

Check the (-) supply/connection to the engine from the battery. As engine is detached from the body through engine mounts (detached for a current to pass I meant), there's a separate (-) ve supply given/attached to the housing of the engine. Check whether this point is corroded or broken and alternatively provide another (-)ve supply to the engine housing and repeat your tests. If it also fails, I'd point my finger at the meter cluster. Good luck with the diagnosis.

what's the make/model? If it's got old fashioned alternator adjuster to tighten/loosen the belt tension, then even you yourself can adjust to the right belt tension. Press the belt between two pulleys and if it offsets more than 0.5 cm, can consider as loosen belt, adjust the alternator position (in most vehicles) and get the belt tighten, make sure you won't over tight as it'll kill the pulley bearings over a period of time. If not and you're sure it's tight and it's a v grove belt, then check whether the belt had sunk into the v grove of the pulley, you will have to replace the belt. if this is modern set up with spring loaded auto tensioner, you will have to change this belt tensioner. -

good observation there. Yes quite right as I helped out a friend to get his 110 sorted out and apparently 110 parts are now becoming rare in Delkanda joints!! Scary for Toyota lovers who buys considering nothing but availability of cheap spare parts. -

504 never came with original A/C except for very few models/versions. The version produced for U.S continent had original A/C and the very last examples of original, berline production line GR's had original A/C. The GR I had was one of these with original A/C and I've installed a hang on type A/C on the 1977 L I had and will share some pictures but I don't have any diagrams per say. the console below the dash had to go, this console had the ashtray, lighter and the choke cable plus wiper switch. Moved the wiper switch to one of empty slots towards the right hand side of the meter cluster and my one was a converted diesel so choke wasn't required. Wasn't a smoker back then, so needless to say I had no issues in letting the ash tray and lighter go. Image042.jpg: this is how it freezed the car. Mind you this picture was taken at about 11 a.m Image028.jpg: Image027.jpg: I don't think you will be able to find the diagrams of the weather king A/C unit fixed by the agent for cars which didn't have FF A/C. Further, any A/C guy would be able to do a job like given in the first picture but be very mindful of how you position the condenser and the capacity of condenser as my car suffered an over heating issue after the A/C fixed. If you really require an original job done, source the A/C cooler/blower unit and the ventilation panels of a GR and fix under the original dash of the L. The below pictured has how the original A/C unit of GR model looks like for you to get an idea. 504-190.jpg:

typical scenario with grease monkeys. Trust me i've gone through the same with the J44. The beauty of J44 was such that i took off the rear drive shaft at home and drove the jeep to spare part shop, lathe shop and drove it home and re-fitted the shaft. How? In the 4wd mode, as a front wheel drive vehicle. -
that's the sad story here, the system is powered by people but runs by goons .. in countries like Japan the system runs itself by the people, even in India it's there to a greater extend. When I say system, it's not only the government, the entire unnecessary institutions, be it provincial or divisional. Perfect example showed during the Tsunami time or whenever urgency/emergency called, people took over the situation without going through the entire system is the point I'm highlighting. So again it's not about any efficiency skill lack of people but whatever the management system manages them. If we start planning to appoint more skilled people into this system than thugs and goons, it'll be automatically be positive even future generations for that matter.

no it doesn't apply for Micro, locally assembled means cut 'n buds, not properly assembled ones and the term in act is re-assembled if I'm not mistaken. lease I doubt but selling in this market? piece of cake I guess, coz people would buy anything with a late english number by paying a higher price.

I'm afraid not, as per the new amendment of Motor traffic act, any locally assembled vehicle is illegal to run. However, this is a clash or opinion difference between few local bodies. Department of Motor Vehicles, Sri Lanka Customs, BOI namely. This venture is a BOI approved business and from the beginning customs were against to it. They say it's caused by monies spent by popular vehicle imports, but it's just a rumour. Whatever said and done, Customs went ahead and filed cases against these vehicles and the venture and owners (who bought vehicles from the venture) filed cases against customs and DMV(RMV) asking the court to demand the commissioner to register them. So when a court order given for a batch, DMV registers them all with locally assembled tag line in the book. There was a starlet bought by a known lady and she ran almost two years with G-088X plates and about a month back I've seen the car with K plates.

true, what you're point out is an issue in the system but nothing to do with the people or skill set what we got. Same applies to my reply on northern rail-way construction. During Tsunami time it was a call for duty and as I've elaborated it was bottom-up work, everyone worked rather than talking and virtual planning, not the usual top-down approach which is always impacted by the issues in the lethargic system what is in place.

You have to understand the differences in these two projects, the Tsunami re-construction was done purely by local resources and I'm sure terms like tender calling, supplier selections and commissions weren't within that quick re-build they've done Further, they've re-constructed something which was there previous week, so the gap between the objective and current status quo was close at least. But the second one, mainly contracted by Indian ventures and following procedures, ensure commissions are secured so lengthy supplier selection period. Further, the gap between objective (to be) and the current status quo is huge as that track was destroyed over a period of time and it wasn't in place for more than a decade or so. Whatever said and done, I personally believe if local resources what CGR had were used in the re-construction of northern railway track, the project would've completed by now.
