You'll find this information useful. Spend 1 mil to buy a car and use the rest on repairs it would need + a comprehensive maintenance service + maybe a new paint job since you want the car to look good. Take a look at Presealover's car for example - it went from this to this

I reckon this is another reason why regular waxing is necessary... it would prevent most of the impurities (tree sap, bird droppings, tar etc) from baking on to the paint And they think waxing is merely done for the shine and often don't bother to do it... the Axio I've posted above looked shiny and clean in a distance, but when you take a closer look the swirl marks are clearly visible.

If I ever attempt polishing the car I think I'll buy a cheap paint thickness gauge off ebay first ($15-$20) to make sure I don't take off more clearcoat than necessary... and then give it a glass coating afterward. But seeing as there are almost no swirl marks on the clearcoat for the 4 years of ownership (guess the spray wax did a good job protecting the clearcoat?) I don't think I'll have to polish it anytime soon...

Saw this 2015 Axio parked next to my car in the blazing sun today... (Mine is 2014) I haven't polished the car even once to this date, all I've done is 1-2 spray wax sessions every month after washing the car.

Do the warning lights come on? Is the gear lever on park? Did you try depressing the brake and then pushing the button? Did you try pushing the start button with the key fob?

If you're willing to be lenient towards these requirements you have much newer options for a 3 million budget. Since you'll have a loan to repay you need to keep the garage visits to a minimum, preferably only for routine maintenance at least until its repaid - and since you'll be using the vehicle for 6-7 years it's best if you can go for newest options available. However, most of those choices are hatchbacks and not Honda.

Are you looking for the OBD port ? Lancer CS2/CS3. CS1 would be good too if you're OK with a 1.3L engine. It's a little less fun to drive when compared with CS2 or CS3. You can buy a 2006+ one for your budget (CS1, manual) - that's newer than most Jap sedans you can buy for this budget. CS1 and CS3 which were imported brand new by the agent have the high ground clearance suspension. Stock suspension has 165mm ground clearance AFAIK. There are plenty of CS1 cars to choose from; you might be able to find an absolute minter like this one - CS2 and CS3 ones are a bit hard to come by.
