For that budget, Maruti 800 will give the best fuel efficiency and a reasonable level of reliability. Nano would do better on fuel but its reliability is questionable. So with improvements to the available technology and making the train smaller, one can easily achieve 1000km/h, which is needed to travel from frisco to LA in 1/2 hour. Only difference between the existing system and this one is, it seems to be solar powered.

That picture is probably from a manual diesel car (notice the glowplug?) anyway I think VVti's response seems to be the most probable one, so you should change the gear oil first.
