Mr.Sylvi, what are the vehicles that you have fixed those Hid units. Im running with So called cheap Hids for past 2years and Im really satisfied with them . Mind you Im travelling to my work place during night hours, half of the month and fog or rain is so common there. I think what really matter is the type of the headlights that you fixing the hid . I think it's illegal to fix them to normal headlights (without projector lens) as light will scatter and blind the on coming traffic. In rain or fog those high k hids will give poor visibility.

Ordered 3000k pair separately (7 $). You have to order the correct type of ballast (H3/H4, etc) and k figure is your choice.

Received the ballasts via regular post (free shipping) within 2 week .package was really small as they were slim ballasts. (13 $ per pair)

Make sure to clean the radiator as well. ( In these old radiators you cant get good results by flushing it. Need to remove the top and clean the lines separately).

Ive faced the similar situation in my car sometime back (d15b3-M/T). As most suggested clean the radiator first. (If your radiator is badly clogged , simple flushing wont help). check the simple things first and if everything is working correctly, blown head gasket is also a possibility! .(In my case had to put a new gasket and ultimately replaced the radiator as well. )

Is it possible to have these symptoms due to faulty IACV. (According to Kmscb , last tune up guru has told him that IACV is not functioning and no need to correct it!)

Check the battery ground . Sometimes lose ground connection can cause similar symptoms .

Mitsubishi Leaking Water Into Passenger Side Floor Problem

As uditha said this is most probably due to blocked drainage of the windscreen drainage pathway. Due to this water get collected in the gutter like space just below the windscreen and water get into the passenger compartment via Air recirculation door opening. Remove the plastic cover below the windscreen and clean the drainage line. Inspect the gutter for evidence of rust and do necessary preventive measures. -
Its not a D15B3 Rumesh. Its sort of a JDM single carb setup with IACV , Oxygen sensor and probably an ECU too. (Ive seen this engine bay once)

Check 2013 pioneer line up. They have some feature packed double din units starting from 250 $ range. If you can get one through a friend or relative, it will be the cheapest way. Good luck.

As MD said use normal shipping method like USPS for those small stuff.For me, most of the items reached to home adress including somewhat big packages like 4ngk irradium plugs, OEM cup holder for Eg8,glow gauge cluster, etc.
