Replaced the top tank of my lancer a few months back with a plastic one. Went to radiator house nawinna. Cost - 7000, they cleaned the radiator as well, the job took < 1 hour.

I remember discovering it during one of my weekend expeditions As i remember it had 3 screws and was a fairly big filter compared to the one Sampath has shown.

Saw a thai video on icv cleaning when i googled "lancer 4G13 idle control valve". That was a cedia icv cleaning vid. Hope you can get some pointers from that if ur diy-ing.

At least once in your car's lifetime, give it what it deserves... Don't be cheap, use good oil & filters. Try not get conned by the service people who will try to add all sorts of treatment to your engine/fuel system.(This will keep your cost to a manageable amount) Focus on the essential maintenance rather than wasting time & money on pointless(and probably foolish) things like "pressure washing the engine" (like most of the "Allion/Premio" crowd) !
