call 1919 for inquiries of this nature. i have called this government services number during working hours and managed to get useful information of this nature immediately.

we registred a vehicle few months ago and paid lot less than the amount you mentioned. may be fees have increased lately.

27k is correct. That's the amount charged by most "registration agents".

16500 first registration

7500 for forward numbers.

3000 for first year licence + doing the test (without the vehicle!)

Usually you just have to provide 2-photos and NIC copy and sit and wait till your book, licence and number plate is delivered.

If you are prepared to waste couple of days and do it yourself, then i guess you could save about 2k.

I'm not sure about these figures and maybe some part of it goes to that "registration agents". I bought my car (brand new so the agents paid for reg and plates but I have the receipt) in November and didn't have to pay such a high amount. Here is the breakdown of the total cost.

New Reg Fee: 2000.00

Num plates: 1250.00

Forward number (optional): 7500.00

Withholding Tax: 5000.00

Revenue License: 1500.00 (* This will differ based on engine cc and/or vehicle weight but max about 3000 for a car)

So I guess you could do it for about 10k - 12k without going for a forward number.

Not too sure if the green test is required in your case, assuming your car is not older than 3 years.

I think it was VVTi who posted sometime back with regards to this rule about green tests and revenue license. May be someone can clear this out.

Green test or no test I think what you paid is legit, given the fact all you had to do was pay. These things are not the sweetest things to get around. If who ever did this charged a commission I wouldn't complain about it either. Consider it as a service.

A tenth of a second google search gave me this: Registration Fees up from 01/2011

Ok i didnt see this when I posted. If a new registration is only 2000 and if its now 5000 then the original poster might have been overcharged/ripped off with regards to commissions. How sure about the 2000 new registration? Doesn't a title transfer it self cost close to that?

Thanks for the link, Off topic but I was reading the transfers section and it said to submit a VIC at time of transfer for english numbers? Happen to know what that is? Is that the sticker on the wind screen?

Its not the sticker on the windscreen. The VIC was a another white-colored's slim piece of document (with similar info as in the CR document) that was given by the RMV along with the CR document starting from the GA numbers but has now been discontinued from sometime last year. The CR documents which had VIC's were printed on green colored paper. The latest CR documents are printed on pink colored paper.

Speaking from the experience a friend of mine had, an important point to keep in mind is that if you are buying a used car with English numbers, which has a green CR document, make sure you get the VIC from the seller, since the RMV will not accept these CR's for one-day transfers without the VIC. However, once you transfer a car with a green CR document, the new CR document issued by the RMV will be the latest pink ones and will come without the VIC.

Btw, the windscreen sticker is issued along with the number plates and not with the CR.

Hope this helps

VIC (Vehicle identification certificate) is issued to vehicles with English registered nos. Basically its small piece of paper which has the details like engine no, chassis na, registration no, owner’s name, address etc. I had a van sometime ago and for some reason I lost the VIC and I went to RMV to ask for a duplicate, but they said its not possible, and told me without the VIC I cannot transfer the vehicle to any other person. Luckily a good gentlemen has found the VIC somewhere on the road and he has posted it to my home…. :)

No more VIC now. Only the registration paper. :)

Thank u Leyland for the detailed explanation. So what you mean is a VIC is absolutely required for any Registration Book that is Green in color which are registration numbers GA onwards and not needed if the Registration book is pinkish? Wasnt sure what you meant from CR, car registration may be?

Had a similar situation at the one day transfer once when the luxury tax copies had a slight issue. Then had to go through normal procedure. They tend to be quite anal about the documents, rightly so, when it comes to one day transfers.

Thanks for the info mate, you got lucky someone who cares actually found it. That bread of people are diminishing at a fast pace. I got my wallet back the same way once when I dropped in duplication road.

Thanx all for the information & it really helped me, the charges for a new vehicle registration is 18500/= Jan onwards, btw do not count on 1919 coz da info that they provide most of the time is incorrect. When i checked with them abt the registration charges, wat they told me was its rs. 4500/= which is absolutely incorrect.

Can i also know if they will provide the CR & the number plate on the same day of submission. Coz after the increase of the registration fee, there's no one day service as such...if we pay the registration fee we can collect the the stuff but wat am not sure is if it can be collected on the same day

Actually it cost me something like 16050 for registration ( including 7500 for forward numbers) and Rs. 2000 for revenue license.

I was not required to produce green test ( I think it was due to some clerical miss )

so I don't know how much it would have cost. (But I think it was something around 2-3 thousand). So total adds up to something around 21000/-

I think 27k figure OP is mentioning should include agents commission.

You can save that by going to the RMV and doing registering your self, it will cost you a entire day though.

details can be found in following link.

http://www.motortraffic.gov.lk/registration.php

although not mentioned in the site, you need two pictures of the car from front and back with side visible.

Also you have to submit the form to get special number ( if you are applying the same ) with the filled MTA-2.
