I need to buy a used/recon meter cluster for a Mitsubishi Lancer GLX C12 (1985,1500CC) model as the speedo and rpm meters are messed up

do you know where I can buy them and how much they will cost

or do you think repairing them is easy and cheaper?

Finding bits like this for cars your age is quite tricky. First point of call is always to take you to a mechanic and find out what the problem is. It is often repairable and could be something quite simple as a cable failure, something not quite plugged correctly or an issue with the sensors. You can try a place which specialises in speedo cables or your general purpose garrage should help as well.

garage man said that the speedo has been tampered with and hence its faulty does not go above a certain speed (they seem to have reduced the mileage)

do you know anybody who repairs speedos as an alternative option?

you can try your luck in panchikwatta.... bit of "rasthiyadufying" though :)

another thing to check is whether another meter cluster can be fixed in there from a smilat model with a bit of effort...

I know a friend who did a meter job on his P11 by getting parts off of a bluebird!
