Yes. That person must have a blue permit. To get that the person should contact the Sri Lankan embassy in that country.

There is a process that allows you to get a concession but it is not duty free. You are allowed to import an older vehicle and you play less duty due to depreciation. But you have to pay a permit fee as well which reduces the benefit.

macho, i saw this advert in the paper stating that permit holders could buy a Audi A4 for $25,000. so if i get a blue permit would i be able to buy it? if not, what are the cars i could buy for Rs 2.5mil with the blue permit? please let me know. thanks alot
