How much is a BMW 520D “permit version”? I am being quoted between 11 and 13 Million.

Apparently the government officials’ permits are now transferable. I met a car dealer yesterday. He had just sold a “Permit vehicle”, the buyer was there with him. According to him, the transfer is "free" (other than the normal DMV/RMV fees.) Have not done a transfer myself, cannot guarantee accuracy of this information.
