have discussed this earlier... wp is stands for the province (colombo\gampaha western province) cp (kandy central province).

EA series is for the vehicles which have numbers 18-, 19-, 300- 32 sri 65 like for people who have those numerical number plates on vehicles can pay amount of 20k ( i guess) & get a EA series no from RMV.
