Purchasing a Vehicle Under 4 million

i am new to this. Just want to know what would be the best choice to purchase a car (saloon type) under the price of 4 million with following requirements as a family car.

1. Fuel Consumption.

2. service and maintenance cost.

3. Brand new or second hand

Few  examples that fulfil the sedan/saloon requirement is : Lancer EX ~2008-2010 , Civic Fd4~2010, Axela ~2009  these are two solid  cars but in reality will do <10KMPL in cities. If you're ok with Hatches/Wagon's then there will be few more choices. 

Service and maintenance costs - depend on the specimen you buy 

The only brand new sedan you can buy for this budget is the Perodua Bezza at 3.5 Millon. If you're ok with hatches then you can get an unreg vitz/swift for that budget.

thanks matroska for the advice. but i prefer sedan rather than hatches. How about Toyota Corolla or Toyota Yaris? is it considerable vehicle under fuel consumption and service cost. since this will be my first car kind of hard to take a decision.  honda civic facelift is one of my selection during my search through web.
