Engine suddenly speeds up,  and if the AC is switched on, engine slows down( i thought engine should speed more if AC is on).

mechanic says its carburetor problem,  ;   

could someone plz  suggest me a reliable garage/mechanic to attend to Lancer CS1  ( 2004 model) repairs. 

thnks
