Hi

It does not - 2nd books are also legitimate documents issued by the DMT. As long as everything checks out it's fine. In fact I'd go as far as to say 2nd Books under the registered actual owner are waaay less dodgy than 'open-book's. Just make sure the same person the car is registered to is the one selling the car and it will be ok. I think the leasing percentages are less for 2nd Book - but not a big deal as the buyya brotherhood, (buying and selling fraternity - Ranjith and Jayantha from Kohuwela with their floral shirts and fake leather slippers) make you believe.
