Permits And Obtaining Them

hey guys, in regards to a thread which is discussing the "best diesel suv for a permit," i was curious as to find out what kind of permits are available in the market now? I'm specially interested in finding out whether BOI's are awarded any permits or is it only for government employees? If its the latter, what level in the bureaucracy must you be in to obtain a permit?

If I remember right BOI permit is still there, but the project or the business you are running have to be approved by BOI
