Corolla 121 Question

Guys, I came across a 2002 Corolla imported from Singapore with no airbags. It's a 1.5 automatic and the grade is LX.

Did the 121 come without even the drivers airbag? Or is it possible that the airbag was replaced with a non air bag Toyota steering? I didn't see the vehicle myself to check if there are airbag indicators on the dash. But the owner said the vehicle has no airbags at all, which he also found a bit strange.
