Ecu/efi Tuning

Hi all

My car is 1997 toyota carina myroad AT212. Recently i have done the emission test and the Hydro carbon is high and that guy said that is too much (118PPM) for a car in that condition and he asked me to do a ECU/EFI tuning. (I can also smell the petrol smell even after long drive).

First of all can any one tell me a reputed place to do this, how much normally does it costs. And what does do by tuning the ECU/EFI.
