Cheers according to what i know, your relative can send a vehicle which is older than 5 years. (or 3 years not sure) and once you import it you cant sell it in sri lanka untill a period of 5 years (just like duty free vehicles) there will also be a special condition on the book saying that the vehicle cannot be sold in sri lanka. and you may have to go through a hell of a trouble to get this condition cleared. IMO it might be around Rs.200,000 difference. But you would not be able to resell it for 5 years and you wouldn't know the condition of the car untill it arrives to SL. Unless you personally go inspect in japan. Also there are some other charges addition to the custom tax such as gift license fee etc. I wanted to do this and found out I might be better off buying one in sri lanka due to the above mentioned reasons.
