Well for the first question, no the EX isn't an Evo X. It's just a normal Lancer in other countries and we and a few Asian countries have it as EX cuz we still have the older outdated ugly (IMO except the JDM Cedia) model for sale here.

3rd para here should make you understand :)

F/C is stated in the ad, I usually go by -2 of what people claim and here in Kandy for the permit EXs which I know, around 8km/l is about right.
