Mondeo is a very comfortable car and I feel its good value for money. The easiest way to get spares for a Mondeo is thru ebay. If they are consumables like brake pads, u will always find alternatives like Ripper mentioned. David Pieris still undertakes repairs for the Mondeos they imported. Ask for mechanic Caldera. He knows Mondeos inside out. They don't stock spares but you can always get the spares from outside and give them to fix it.

If fuel economy is your biggest concern, forget Rio and Accent. Perodua Kelisa manual would be the most fuel efficient in your budget. If you are after a sedan, I've heard a lot of good things about Suzuki Baleno. There are other cars like Geely (which actually comes with a Corolla engine) which should be fuel efficient and relatively newer. If you want 'resale value' too, then maybe a Corolla AE100 will fit the bill. For that budget, you can't have everything you need (resale value, low maintenance, fuel efficiency, comfort), so u will need to make compromises.
