Yup, got it done through someone there few weeks back. Had to give couple of quids to the dude. Got the plates in 10 days. You have to handover the old plates plus the sticker pasted in the windscreen when you're getting the new plates + sticker.

My experience with portable vacuum cleaners have been not so nice. I've settled with the home vacuum cleaner with an extension cord. Work off AC and power is awesome!

Mobitel has pretty decent coverage. Been using two connections for many years, absolutely no complaints. Not in Aniwatta area though. I think since it's closer to town should have good coverage.
Word on the street is that anything above 6000k is illegal. But you know, this is Siri Lanka so you might get away with 8000k too. Definitely not 10000k and above though.
