High Co Emissions At Idle

When I got my emission test done today, although I passed the emission test there was a high CO value (4.5%) on idling compared to 0.057% @ 2500 RPM, . After that I found the air filter really dirty and replaced it. Could there be any other reason for this? Car - 2003 Jap Alto.
