Additionally can some finance person explain the effect and difference between "giving a pay raise" and "giving a allowance"... In the end you get cash in hand... but is there some greater policy or financial benefit in doing so, cos apparently what the government servants are getting is an allowance and not a raise.. and someone in the media made it sound like such a bad thing...

AFAIK a pay raise is something that will continue forever, I.E if you are earning 50k now a pay raise of 10K means you get 60K for the rest of your career and they cant take it away. An allowance can be taken away anytime they want to.

@ all the other people who are asking if this is the 2012 budget or the 2011, for God sakes guys please get glasses. Its in big bold white print on a red background at the top of the picture "Highlights of the 2011 budget"

Additionally pension (if applicable) will be based on last drawn basic salary & nothing to do with allowances, bonus etc..

Nothing misleading about DM article - it says 2011 budget clearly and it's people who read it wrong that are mistaken!

Increments are also based on Salary and not allowances. Higher the Salary higher the increment will be. Salary increase is also good for people who are contributing to EPF cos they will be saving more.

And with allowances government can easily hood-wing general public by say increasing salary next time by 500 and then adding the last years allowance (say 1000) also to the salary and saying we increased government servants salary by 1500

most cars are going to have hybrid version of it but in some cases hybrid wont mean much of fuel reduction or green factor. tax on hybrids went up for cars with high capacity engines.
