Where Can We Complain Agent Frauds?

People troubled by the bad and malpractises of the vehicle agent is a common situation. some times they dont deliver on promised date,some times add hidden charges, while some wait deliberately till the taxes go up even when they are able to clear it on time. as i heard k*a agents have not given a sales agreement to any one.

is there any place or institution or a relavant authority to complain on these matters. i remember someone mentioned about " insurance ombudsman" some time back for insurance issues. this information will be useful for many.
