What joint moderator Mr. Pericles mentions on his post is correct.

Now most D*MO small vans are finding that problem. Police had started prosecuting the owners, who have modified the vehicles.

About your fog lights if you want to add same there is no restriction to the face of the buffer.

Most of them came in old vehicles. As a standard fitting. Now day’s vehicles have fitted to the buffer to be a flush fitting

Permit by authority is necessary if you are adding something that is an extra fitting which is on the buffer.

Now days most used cars imported to SL, which are driven on foggy condition countries have Fog lights.

Even Off road bull bars are not allowed in SL. Still you see many 4x4 vehicles have them.

Techically, you can't carry out that modification to your car without written permission from the Commissioner General of Motor Traffic.

Could you explain a bit more ? I'm planning to add a set of driving lights to bumper of my corolla (it doesn't have a factory fitted set) is it illegal now ? I thought you can add an additional pair of lights below the headlights ?

What I have said is the letter of the law. Enforcement, as you should know, is kind of spotty.

Basic law as is should cover kits, lights, silencers, bull guards, window tints, body paint (change colors), body changes including spoilers, winker mirrors, roof rails all that.

Now, you can get away with it if you have a bumper that already has the holes for it, basically in cars where there is a factory option even tho your car didn't have that box ticked. Technically, still illegal, but it can't be caught, so its safe. Just like you can ad winker mirrors if your model has that factory option. You definitely can't add lights above the headlights legally (no factory design comes with fogs or driving lights above the headlights).

But if your car comes with 4 driving lights from the factory (like the Juke, for example), then you can have it.
