Theoretically yes. But these are the challenges:

1. Getting the pre-export inspection certificate from the country of origin. Cars with any kind of modifications are rarely given pre-export authorization at the host-country. Electric modifications are fire hazards, if not done properly. So I highly doubt whether any reputable agency will give pre-export inspection certificate for them.

2. In Japan, any kind of mechanical modification to a car is allocated an auction grade of 1. The only level below 1 is 0.

3. You will need to get a prototype approved by RMV. This will be unbelievably tough.

If you are a true enthusiast and if you are willing to put a lot of time and effort for it, you can do it but the truth is I'm pretty sure you are trying to find a workaround for paying taxes, which is a super-dumb idea anyway.
