133,000km is not that much for a car if it has been used properly and not been hacked.

As long as the car has been taken care of properly, i.e. regular services (fluid changes, etc...) have been done in a timely manner and pre-emptive services (i.e. manufacturer recommended parts replacement and parts servicing, etc... like timing belt changes, replacement of suspension bushes, oil seals, etc...SEE NOTE) done as scheduled, then yes. If the second part has not been done, then you should negotiate some of those costs into your price.

NOTE Cars go through natural wear and tear and components have a use-life and manufacturers recommend changing these at specific intervals. When you buy a car with a certain mileage you need to accept that you will have to take over these tasks and any that have not been done in the past by the previous owner/s.
