This seems to be a very broad testing range. Doesnt even take into account the CC of the engine. Does this mean only vehicles after 2003 have to undergo the test?

In the UK as far as I know the MOT test is done by referring to a exhaust emission data chart like

This gives details of the HC and CO for the specific model. There are two charts CAT and Non CAT. I guess in SL we have to start with a broad range and bring it down later or else a lot of vehicles will fail the test.

I dont think anybody has quite figured out the specific details yet.... personally im quite worried about the effect on older cars.

Well I was thinking the same. But they cant expect old cars to pass these test because they were never designed with emissions in mind. The older cars should not have the same emission regulations. A bit worrying when you think about how our people will apply these laws to old vehicles.
