Maruti 800, Blocked Hose

While I was checking the hoses of my engine, I have removed one hose running from inlet manufold to air cleaner. I have noticed that this hose was blocked intentionally(inside the hose blocked with a rubber) by a technician .

Pleas let me know the purpose of this line?

If I clear this line what are the consequences?

What are the advantages of blocking this hose?

Thats the breather line you've mentioned I assume.

There is absolutely no reason to block that line, especially in an engine with only few Ks.

This is like sabotage I see...get it corrected soon else will lead to many problems.

Is this breather line oneway ( air travels in one direction only)? If oneway let me know the direction.
