Sir, I my self is a importer you cannot clear a vehicle out of harbor without paying all levy's. If this vehicle is not registered in some body's name in Srilanka RMV then it is called unregistered. When A Vehicle comes to harbor it can be on Letter of Credit or cost With a wire transfer. After that we have to give all documents to Customs authorities will appraise the Vehicle after settling the full levy's the Vehicle comes out of the harbor. this Vehicle is called unregistered. Brand new Vehicles will be charged according to normal tax structure. Reconditioned Vehicles have A depreciation Value according to Agents value. Only cars can import 3 1/2 years old.
