I think there is no restriction to import left hand drive car from some other country but it has to be converted to right hand drive prior to loading to the ship. The rule as far as I know is that the vehicle should be right hand drive when it reaches Sri Lanka.

You can go up to 10 years old vehicle under special licences issued for Sri Lankan expats. Check import export control department website for details.

Tax will depend on the vehicle that you choose and the saving by going for older vehicle is that you get a bigger depreciation up to maximum of 60% dep so that the CIF value used for tax caculation will be less.
