C11 Number Plates

Many of you dont know that those plates are legal to drive around . There are three part prerequisites

checklist you got to complete and anyone can drive that can around without any problem.Sorry I cant give full details here.

Taking the car for a short drive using that plate even without completing the prerequisites I mentioned wont raise any cop issues.

correct me if i'm wrong, but shouldn't those plates be red, to be legal?

Well, that's a garage plate, which is meant for TEMPORARY use, and not long term, which is why the RMV make them in Red/white so that the people dont abuse the garage plates.

This plate is in theory given for u to drive the car from the port to wherever you are and then from that place to the RMV for whatever official work until you get your permanent plates.

As I remember there are some conditions for it too. Example:

1- they can be used only on weekdays between certain (work) hours, cos there'd be no reason for you to be driving to/from the port or RMV in the night or on holidays

2- only the driver and ONE passenger is allowed in the car.

But like any other laws in the country this isnt exactly followed that strictly.

but bro doesn't the garage number have to be red and white in color? this is yellow and black in color( like a standard number plate)

yes, the "number" IS a garage number, but the plate itself (colours) isnt. That's why it wouldn't be legal (since now only the RMV is authorized to manufacture plates for the newer numbers)

Red is for RMV issued Temp revenue licence holding vehicles I guess.Correct me if im wrong.Others are issued with only numbers and no plates.

I noticed that when I take the car to the agent's repair centre, if they do a trial run, they keep a RMV issued red C11 plate on the car (even if the car is registered). Call it peculiar, but that seems to be the correct procedure, if a car is taken for a trial run by a garage.

This probably means that the C11 red plates are not just for temp license holders but importers/garages as well.

Thats an interesting point..

Simply thinking off the top of my head, wouldn't you need a permanent registration number before you can pay and get your revenue license?

But the point of making those plates red was so that the police can easily identify them easily and stop/check such vehicles cos you're not allowed to use those plates for normal use.

I actually tried looking for the Motor traffic act online to clarify this but was unable to find anything.

A temporary pre-permanant registration revenue licensing scheme is on.Not everyone issued with this. a three part prerequisite checklist is there to complete i was told.Garage owners, MoD scrutinized VIPs are entitled for this I learnt.

could it be something to do with insurance? e.g. if a customer's car only has 3-rd party coverage, the garage people may not want to take it for a test run (they'd be screwed if there was an accident), so this may be a way of getting their own insurance to cover it??

There is a special revenue license for these garage numbers, its called "වෙළඳ බලපත්‍රය". I got copy of it when I bought my car a few months ago from a car sale. I think these plates and licenses are issued to an organization/imports/agent etc and not to individual vehicles per se since most of the cars at this sale including the one I bought had the same C11-XXXX number. This guy photocopies the red plates and uses it on all his vehicles, so when it was time to take my vehicle home, he gave me 2 copies of the plates, a certified copy of the revenue license, a certified copy of an insurance certificate under the C11 number and another form certified by him that should be filled everytime the vehicle is taken out of the garage. The form has info on Origin, Destination, departure time, estimated arival time etc. He told me that I could drive around as long as I filled this form prior to leaving and if I'm stopped by cops to show them these docs and to call him if the cops make an issue out of it!! Anyway, I only had to use it for 2 days over a weekend until I got my regular number and plates, and I wasn't stopped by cops in the meantime.

As for the number that starts with C11, i think C stands for 'Commercial' and 11 refers to the year (2011). Last years numbers were C10 I beleive.

the reason i said totally illegal, is the particular plate is a "panchikawatte" one where you go to shop and ask themto make the plate to any numbers you give them. I dont believe it's a legal plate (IMHO). I think all plates (red black etc) are issued by the RMV.

Yeah that sounds about right on the usage of the garage plates.

the C is for 'colombo'. gampaha would be wpG11-XXXX etc, likewise Kandy would be cpK11-XXXX so on and so forth.
