Toyota Vios 2004 Fog Lights

So recently I had the opportunity to remove the (non functional) front fog lights in my Vios and see what was up with them. The +(ve) lead on one of the bulbs (H3) had burnt through the insulation at the point where a joint was made to harness. I re-crimped a new connector, cleaned the lenses up with some brasso and made sure they were worked by hooking them up to a 12V 2.2AH Pb battery. However when testing them with the car, they refuse to light up and the voltage in the circuit drops to 0 upon hooking up either light. Power is available at both connectors.

Now, I suspect its a shitty relay which is a result of the short circuit, however I'd like a second opinion as to what else might be wrong.

Edit: Found the issue after tracing the wiring. There's an inline fuse holder close to the fog light relay, and cheap fuse in it had corroded blades, so I replaced it and voila, front fogs work now.
