Car Doesn't Start

Well I didn't start the engine for like 2 weeks and this happened I can't get my engine to to start Its a Carb engine So i put some fuel into the carb and cranked it and the carb started to back fire and was almost about to start but didn't kept on cranking the same story so took the carb out again and This is what it looks like, Flooded ? Or is the engine flooded ?

Looks like the level is way above the half-mark on the window. If that is the case adjust the float. However, it is unlikely flooding is the reason for car to stall. Is your choke working. The climate these days is cold enough to keep yr engine stalling if the choke mechanism is bad.
