Bringing Down A Bmw 320D 2012 Via Permit

Hey folks I'm planing on bring down a 320d via a permit and has already passed the money the issue is its a 230Kmp/h car and the Sri lankan Road traffic department (or who ever in charge) are gonna have a increased charge in levy I don't know is this is true or a gossip or some trick played by the agents to get some jarawa*.

Are you sure that 2013 320d has 320 kmph. Well in that case I need to get rid of my 520d and go for a 320d instead

well I guess a lot of cars imported to SL these days including some used Jap models can do over 200km/h. Interesting to know if there is a duty in SL based on top speed. Moreover, if there was such a charge, what purpose would it serve as max legal speed limit in the country is 100km/h (unless the speed limit in southern express way has been "officially" increased)
