Yes and it's like that for awhile now. If the vehicle has a pink color book means you don't have to worry about the VIC (provided that the book was obtained through the correct process ;) )

For other books, the VIC should be there for the immediate first transfer and after that they will issue a pink book and no VIC.

in the rmv site, it says, if we are going through a colour change or particular change in the vehicle, and if the vehicle is english numbers, we need to show the VIC... is that correct? or is it outdated info?

well, even for my previous car I didnt recieve a VIC, and even for this new car I only received a copy of the VIC... ... or for the colour change also only the registration book is needed?
