Looking at the parts catalog of he new one and the old one..it has always been like that. One cover covers some parts of the radiator area and then the second cover sort of covers the area around the belts and the pullies whilst the side of the transmission and oi pan are exposed. Most FWD cars, especially in the non-premium category ones, come like this.
