You need to go to the RMV and get approval stating the reason, etc...there is a limit to by how much you can increase the engine capacity by (atleast there used to be one and it was +500cc). Then you need to get the book updated after the swap. You will have to take the car for inspection as well as provide documentation such as invoices of engine purchase and then they will also need to see the car's original engine, etc...
