yes, medical electronics is in same safety category as military, even higher than automotive.

There are failure mechanism reviews(FMEA,Safety integrity level checks ) that need to be done before bringing them to the market. That is one reason that commercial ventilators are so expensive.

Small design failure/ malfunction can cause irreversible damage to the Lungs, more than the virus itself.

I think the bottom line is we should be very apprehensive of companies and individuals who claim they have invented medical ventilators, simply because they just don't have the facilities to test them. They may be seeking publicity at a time of crisis or just being ignorant. 

I'm pretty sure Sri Lanka as a country wouldn't have the necessary labs to test and certify them to be safe either. So using such devices can put patients at grave risk and may even cause the death of patients who might otherwise, recover. 

Of course this wouldn't apply if they are tested by an independent facility and certified.

Perhaps you are referring to General maintenance safety requirements, yes.

But for the design safety of these electronics systems

performance: Consumer > Automotive > Medical/Defence

robustness and reliability: Medical/Defence > Automotive > Consumer

Civil aviation components are included in the defence category.
