Yes....

Sorry I do not know what the actual process is, but it seems to be getting the car adapted to meet your physical ability (in a manner you can operate it normally), then declaring your vehicle as an "Invalid Carriage" and doing your driving test.

I would say your best bet is to call the DMV for information and then reach out to a proper driving school.
