Sometimes they clean the air-flow sensor. Yes, the fuel filter does have an impact on fuel economy.

1. Clean throttle body

2. Clean / change spark plugs

3. Change oil regularly

4. Tune engine if necessary.

5. Replace Oxygen sensors.

6. Change fuel air and oil filters at recommended intervals

7. clean injectors, fuel system.

8. Use good quality fuel and oils.

I think black smoke only comes in Diesels, at least in modern cars (unheard of in Common rail diesels) and is caused by inefficient fuel burn

blue smoke or white smoke is caused by the engine burning oil, though the whitish smoke you see in the morning is just condensed water vapour
