    Travelled recently to Nuwara Eliya using this route. They have started road constructions between Watawala and Hatton (more towards Hatton ) The condition is not that bad. I think you can manage.

    There is a nice thread by tiv on Nissan leaf where he has covered almost all the things a person should consider before buying a Leaf. Go through it. The link has been posted by Muditha420 (the 2nd one) And there are some other threads too. I think Nissan Leaf is one of the vehicles which has been discussed so many times on the forum. Search and go through them. After that also you feel like it suits you, by all means go for it.

    Since you say you're not a daily runner ,let's clarify somethings first.What Do you expect from buying an electric vehicle rather than a gasoline (or a hybrid ) for that budget? How many kms do you travel daily?(at least on the days you do) Do you have another gasoline vehicle? (In case for long trips)

    Some of these features come with axela hybrid ,but the whole package is only available with Mazda 6 2.5L and CX-5 as far as I know. But Mazdas brought down to SL through agents, are missing this technology.

    So the only option here is to buy iRage 's Mark X if he's ready to sell it. Because it's hard to find well maintained Mark Xs here in SL.
