The Police would now constantly monitor CCTV footage for traffic violations in the Colombo city, Police Spokesman ASP Ruwan Gunasekara said.

The pilot project is to be implemented tomorrow (04).

He said motorists would be informed of the fines or court dates through post.

“The motorists would then have to come to the relevant Police Station to collect the necessary charge sheet and pay their fines or appear in a court,” he said.

He said the project would first be implemented in Colombo. The Police will particularly monitor lane law violations, the Spokesman said. image_1459666090-366386a840.jpg

CCTV cameras installed at major junctions and roads as well as mobile CCTV cameras would be used to gather evidence of any traffic violations.

“Now there is no need for a Policeman to be presented for a motorist to be fined, when they break the law.

Motorists can also view the video footage gathered by the Police if they have any questions,” he said.

Now the issue is, what about ppl who transferred vehicles via open papers?. I think they have to be present at the police station and give statements for hours. Some registered owners are abroad and some of them are dead and interestingly some people didn't use their own address for registration, they used the address of the Car Sale. My father died few years ago and he transferred his vehicle via open papers before his death as I can remember. The address mentioned in the VIC was not the address of our house, it was the address of the car sale if I am not mistaken.

In this ownership matter, police taken very best step forward. Using an open paper is an offence. Now all open paper car owners should have to register their cars to his name and seller has to insist to buyer to transfer the car. Otherwise, registered owner has to go to courts. This will automatically improve the system and so it's a good move to implement proper system in the country. If they can improve the system to catch the people while revenue licence renewal (if the postal letter didn't received to the owner due to address issue), then owners will update their address automatically. This is the very best way to improve the vehicle registry system in the country.

But I am objecting this CCTV charge sheet method due to following issues,

1. Before implementing lane rule, all roads should be well prepared with proper lane markings, level the roads (specially almost all gully lids are 2-3 inch below or above the road surface. If we are not avoiding them, sure the axles / suspensions should have to be replaced. So how we keep the lane.

2. There are lots of color lights non working in every where confusing the drivers. Daily Maintenance of color lights also should be monitored by Police.

3. If they are not providing a video clip with charge sheet, how we know whether we have done an offence or not since the information will be received after several days. (Can we trust our police officers?). So providing a video clip is a must. It's not a difficult task.

This is one of good work the police implemented even as a pilot project. There can be some issues like waka pointed. They need to find solutions to overcome such issues and continue the project. As a driver as well as a pedestrian, I am honestly happy this type of work. We can expect more safe road in the future.

I'm totally FOR this. Like gayantha said its an incentive for vehicle owners to be more responsible/liable about thier vehicle's ownership too.
While i agree there are 'iffy' cases of some road signs and lane markings. Even if the police decide to ignore those, there are more than enough clear cut violations around Colombo like parking on pavements or right next to a "no parking" sign.

Police forces elsewhere keep the video evidence in case you decide to challenge them, but if you do, they'll slap on an extra administrative fee which is fair.

Good move...definitely. Hope this would be the start of a lot more reform that needs to take place in other areas starting from vehicle registration to drivers' ed.

Hats off to police,at last they are coming to developed country standards. The first letter should contain a screenshot of the video including the vehicle with information that police will provide proof if challenged in court. And the fine should rise exponentially,every time the letter is ignored. This will cause some chills among government officials and doctors who had sold their duty free permits through questionable ethical grounds while abusing the government tax concessions.

Adding Politicians too to the list who are selling permits. However, don't know whether police will issue same tickets for politicians, yuha, guha, and naha vehicles who are the morons on the road only second to private bus drivers.
